ही बातमी समजली का - भाग १६४

अनेक बातम्यांबद्दल आपल्याला चर्चा करावीशी वाटते. खरं तर, 'ऐसी अक्षरे'वर बातम्यांवर चर्चा करण्यासाठी 'बातमी' नावाचा लेखनप्रकारही अस्तित्त्वात आहे. "ताज्या घडामोडी, अर्थकारण, राजकारण इत्यादी प्रकारच्या संस्थळाबाहेरील लिखाणाची चर्चा करण्यासाठी हा विभाग वापरावा. इथे मूळ लेखावरच्या शब्दसंख्येचे बंधन नाही; एखादी बातमी पसरवणे किंवा चर्चा घडवणे यासाठी हा विभाग वापरावा." असं तिथे स्पष्ट म्हटलेलंही आहे. पण, त्याबद्दल विस्तारानं लिहिण्याइतका किंवा एखादा व्यवस्थित चर्चाप्रस्ताव मांडण्याइतका वेळ किंवा माहिती किंवा उत्साह किंवा हे सारंच नसणं वगैरे कारणांमुळे आपण चर्चाप्रस्ताव लिहित नाही. शिवाय बऱ्याचदा "एकोळी" / नुसत्याच लिंका देऊन धागा काढायचंही जीवावर येतं. तेव्हा अशा बातम्यांवर चर्चा करण्यासाठी, एकमेकांना अशा बातम्या लक्षात आणून देण्यासाठी, त्यांचे दुवे देण्यासाठी हा धागा काढत आहे. एखाद्या बातमीवर विस्तारानं चर्चा सुरू झाल्यास त्या संवादाचे वेगळ्या 'बातमी' धाग्यात रुपांतर केलं जाईल.

गोव्याच्या चित्रपट महोत्सवात उद्घाटनाची फिल्म म्हणून निवड झाल्यावर रवी जाधवच्या 'न्यूड'ला महोत्सवातून बाहेर काढलं गेलं. त्या निमित्तानं मराठी सिनेसृष्टीनं आपल्यातल्या एकीचं आणि कृतिशीलतेचं जे प्रदर्शन घडवलं, ते पाहता समयोचित अग्रलेख.

त्यांच्या मते म्हणूनच कलाकाराने या प्रेमास जागत निर्भयपणे बोलायला हवे, काही भूमिका घ्यायला हवी. ती घ्यायला कलाकार घाबरले तर त्यांच्यावर प्रेम करणारा समाजही भीतीत गुरफटून जातो,

हे इतर कलाकारांवर स्वत:चे विचार लादणं आहे. नाही पटलं. पण हा विषय जुनाच आहे.

ही शांतता कणाहीनांची. कणाहीनांच्या शांततेत समाधान नसते. ती असाहाय्यांची शांतता असते.

अग्रलेख ठीकच. पण कुबेर-चर्च-अग्रलेख फेम लोकसत्तेकडून हे वाक्य आल्यामुळे याला विनोदी म्हणता येईल.

हे इतर कलाकारांवर स्वत:चे विचार लादणं आहे.

हा मोदीविरोधासारखा अमूर्त मुद्दा नाही. तुम्ही जरा जमिनीवरच्या परिस्थितीचा विचार करा -

  • तुमच्या फ्रॅटर्निटीतल्या एका माणसाची फिल्म महोत्सवात उद्घाटनासाठी निवडली जाते आणि नंतर अचानक कारण नसताना डावलली जाते.
  • सगळी फ्रॅटर्निटी आरामात महोत्सवात जाते आणि मिरवते, कुठेही निषेध वगैरे काही नाही.

आता इतर लोक कसे वागतात पाहा -

  • जीएसटीबद्दलच्या संदर्भासाठी 'मेरसाल'बाबत जेव्हा मुद्दा होता तेव्हा कमलहासन आणि रजनीकांतसह सगळे (पक्षीय राजकारणात वेगवेगळ्या दिशांना असूनही) त्याच्या पाठिंब्याला उभे राहिले. त्यांच्यासाठी तमिळ अस्मिता आधी पक्षीय राजकारण नंतर.
  • पद्मावतीच्या वेळीही केवळ शबाना आझमीसारखी मोदीद्वेष्टी राजकारणी नाही तर सलमान, करण जोहरसारखे अनेक लोक भन्साळीमागे उभे राहिले.

सबब, मराठी कलाकारांच्या वृत्तीमधला हा बुळेपणा लक्षणीय आहे. आणि मोदीच नव्हे तर जाणत्या राजासकट इतर अनेक सत्तेवर असतानाही तो तसाच होता :-)

मराठी कलाकार बुळे वगैरे तर आहेतच पण एक असंही पहा की मुळात त्यांना महाराष्ट्रात फारशी किंमत नाही. रजनी किंवा कमलहासन यांना तमिळनाडूत लै मानतात, लै भाव आहे. सिनेक्षेत्र आणि इन जनरलच ओपीनियन मेकर म्हणूनही. त्यामुळे त्यांनी दिलेल्या पाठिंब्याला किंवा केलेल्या विरोधाला वजन आहे.

महाराष्ट्रात काय आहे? हिंदीवाल्यांची चाटण्यात धन्यता मानणारे हे लोक. सिनेक्षेत्रातच मुळात त्यांना वैसेभी फार कुणी भाव देतच नाही, मग यांच्या विरोधानेही काय फरक पडणार? उलट त्यांना भीती असावी की आपण काही बोललो तर आपलीही तीच गत होईल वगैरे वगैरे.

जंतु, तुमची दोन्हीही उदाहरणे इथे ॲप्लिकेबल नाहीत.

तुमच्या दोन्ही उदाहरणामधले जे लोक कुठल्यातरी सिनेमाच्या मागे उभे राहिले त्यामुळे त्यांचा काहीच तोटा होणार नव्हता, रादर फुकटची जहिरात होणार होती.

रवी जाधवच्या मागे लोक उभी राहीली नाहीत कारण लोकांनी कष्ट आणि पैसे घालुन स्वता सिनेमे बनवले होते, त्यांच्या साठी हि एक संधी होती, ती घालवणे त्यांना परवडणारे नव्हते.

ज्यांचे सिनेमे महोत्सवात नव्हते असे पुष्कळ लोक आहेत. बाकी, आंतरराष्ट्रीय चित्रपट महोत्सवात आपले सिनेमे दाखवले जाणं ही एक संधी आहे असं त्यांना वाटत होतं हाच एक विनोद आहे. मराठी सिनेमाचं अर्थकारण काही त्या महोत्सवाशी संबंधित नाही. बाकी आंतरराष्ट्रीय फिल्म मार्केटमध्ये आपले सिनेमे विकले जावेत अशी ह्यांपैकी कुणाची महत्त्वाकांक्षा नाही (असली तर ते फारच विनोदी होईल).

आपल्या रोजच्या बैठकीतल्या मित्राचा यजमानाकडून जाहीर अवमान होतो तेव्हा गप्प बसून त्या यजमानाची मेजवानी झोडणारा मित्र तुमच्या मते काय असतो? :-)

मुळात तुमचे मित्राचे गृहितक चुकीचे आहे. जाधव आणि झी कोणाचे मित्र वगैरे नाहीत, त्यांचा अपमान झाला तर कोणाला का वाईट वाटावे.
ह्या महोत्सवाच्या मुळे ५० लोक तरी आपला सिनेमा बघतिल ( म्हणजे महोत्सवातच, नंतर तर सिनेमा डब्यातच असणारे ), पेपर मधे २ ओळी छापुन येतील् अशी कोणा बिचाऱ्या दिग्दर्शकाला आशा वाटत असेल तर तो ह्या रवि जाधवांसाठि का त्याग करेल.
काही नुकसान सोसावे न लागता, नुस्ते पाठींबा वगैरे देणे सर्वांनीच केले.

And, remember, these are the things the Swiss government has let us know about. It is thought that there are probably more fortifications and hidden goodies scattered about the country’s landscape.

An animal shelter in San Francisco has been criticized for using a robot security guard to scare off homeless people.

The San Francisco branch of the SPCA (the Society for the Prevention of Cruelty to Animals) hired a K5 robot built by Knightscope to patrol the sidewalks outside its facilities. According to a report from the San Francisco Business Times, the robot was deployed as a “way to try dealing with the growing number of needles, car break-ins and crime that seemed to emanate from nearby tent encampments of homeless people.” Jennifer Scarlett, president of the SF SPCA told the Business Times last week: “We weren’t able to use the sidewalks at all when there’s needles and tents and bikes, so from a walking standpoint I find the robot much easier to navigate than an encampment.” The robot in question is equipped with four cameras, moves at a pace of three miles per hour, and is cheaper than a human security guard — costing around $6 an hour to rent. Knightscope’s bots are some of the most popular robot guards around and have popped up in the news in the past. The same model of robot previously knocked over a toddler in a mall and fell into a fountain in DC. Knightscope says its robots are intended as deterrents, and for providing mobile surveillance. Reaction to the news on social media has been overwhelming negative, with people shaming the SPCA for deploying the machine, and encouraging others to vandalize or destroy it.

हॅहॅहॅ. आमाला समान्ता पायजेल. एमेसिबी चं बिल तुम्हाला प्रति युनिट जेवढं यायचं तेवढंच उद्योजकांना प्रतियुनिट यायचं का ? आजही तुमच्या हिंदुस्थानातल्या मित्रांना विचारा - की आजही डिफ्रन्शियल प्रायसींग असतं की नसतं - वीजपुरवठ्यात ? व एकाला स्वस्तात देण्यासाठी दुसऱ्याला जास्त दर लावला जातो की नाही ? इथे जाऊन स्वत: तपासू शकता की प्रति युनिट कोणाला किती दर लावला जातो ते. व परिणामस्वरूप बिल मधे केवढी तफावत येते ते.

१) माझ्या लहानपणी एसेम पक्के डावे अशी चर्चा ऐकायला मिळाली. माझा धाकटा भाऊ डावरा होता आणि त्याला नेहमी डावा हात धुवायचा किनाही? उजवा वापर हे सांगितले जायचे. एसेमच्या डावेपणाचेमात्र कौतुक का करतात कळायचे नाही. पुढे उलगडा झाला.
२) लग्न इकडेच केलं पण वेगळ्याच पद्धतीने म्हणून काही भारतीय माझ्यावर अजूनही भडकलेलेच आहेत.
३) जर्मन लोकही भडकले होते बोरिस बेकर या त्याच्या टेनिसपटु सुपुत्रावर - गोय्रा खरे पांढय्राच बोने चक्क काळी मैना आणली म्हणून.

अंतर्नाद मासिक आमच्याकडून विकत घ्यायची इच्छा असणाऱ्या दहा-बारा जणांशी चर्चा केल्यानंतर आणि बऱ्याच विचारमंथनानंतर अंतर्नादची मालकी अन्य कोणाकडे हस्तांतरित करण्याऐवजी यापुढे आपणच अंतर्नादचा फक्त दिवाळी अंक प्रकाशित करावा असा निर्णय आम्ही घेतला आहे. अंतर्नादची एकूण प्रतिमा विचारात घेता असे हस्तांतरण हितावह ठरणार नाही असे वाटले. त्रैमासिकाचा किंवा एखादी प्रायव्हेट लिमिटेड कंपनी स्थापन करून मासिक चालवायचा पर्यायही काहींनी सुचवला होता, पण सध्याची मानसिक गुंतवणूक आणि व्यग्रता त्यात कायमच राहील असे वाटल्याने तो पर्यायही मागे पडला. शेवटी दिवाळी अंक काढणे हाच एक त्यातल्या त्यात चांगला मार्ग वाटतो.

म्हणजे बालकांना आरोग्य विमा मिळणार नाही, दवाखान्याचा खर्च न परवडल्याने फडतुसांची पोरं तळमळत, टाचा घासत मरतील याचाच ना?

ज्यांना आपल्या मुलांसाठी उत्तम आरोग्य हवं आहे त्यांनी डॉक्टरांची फी भरून व लॅबोरेटरी चे चार्जेस भरून अत्युत्तम आरोग्य मिळवावे अन्यथा स्वत: च्या पैशाने आरोग्यविमा विकत घ्यावा. सरकारकरवी मध्यमवर्गाचे व श्रीमंतांचे हात पिरगाळून (e.g. mandate) पैसे मिळवून त्यातून विमा विकत घ्यायचा किळसवाणा, घृणास्पद यत्न करू नये.

कोणत्या कुटुंबात जन्म घ्यायचा हे व्यक्तीच्या हातात नसते हे बरोबर आहे. पण माझ्या प्रतिसादाचा रोख सुस्पष्टपणे पालकांकडे होता. मुलांकडे नव्हता. तेव्हा मी अगतिकतेबद्दल बोलत नाहिये. मी त्या परिस्थितीबद्दल बोलतोय की जी नियंत्रणात आणण्यासाठी विकल्प, मार्ग उपलब्ध आहेत. ते करण्याऐवजी हे गरीब लोक... डॉक्टर व औषध कंपन्यांविरुद्ध सरकारला वापरतात. व हे क्रौर्य आहे. व म्हणून गरिबांची घृणा, तिरस्कार अधिक व्हायला हवा. गरिबांची बाजू घेऊन लढणारे अनेक आहेत. यामधे संसदसदस्य, विधिमंडल सदस्य, पत्रकार, एन्जीओज येतात. भारतात तर चढाओढीने गरिबांची बाजू मांडणारे व श्रीमंतांना शिव्या देणारे डझनावारी लोक आहेत. त्यातले काही लबाड असतीलही पण सगळे लबाड/भ्रष्ट आहेत असं म्हणण्याची फॅशन आलेली आहे.

माझ्या सारखा एखादाच श्रीमंतांची बाजू घेतो.

ही बातमी नाही; जुनीच गोष्ट आहे.

मस्त हा शब्द मस्त असा लिहितात.

जिथे मात्रा लिहली जाते, त्या जागी कधी अक्षरावर टिंब वापरलं जातं. शब्दातलं शेवटचं अक्षर पूर्ण उच्चारणं, शेवटचा अ पूर्ण उच्चारला जातो हे दर्शवण्यासाठी (अजूनही प्रमाणभाषेत) टिंब वापरलं जात नाही. उदाहरणार्थ, टिंब हा एकवचनी शब्द लिहिताना टिंब असाच लिहितात, टिंबं म्हणजे अनेक टिंबं.

सध्याच्या मराठीनुसार मस्तं म्हणजे एकवचनी मस्त या शब्दाचं अनेकवचन होईल. मस्त या शब्दाचं अनेकवचन (निराळं) होत नाही. त्यामुळे तो शब्द लिहिताना प्रमाणलेखनाची बूज राखायची असेल तर मस्त असा लिहिणं क्रमप्राप्त आहे.

Centre to dole out Rs 10,000 crore incentive for municipal reforms

The five parameters include trust and verify, credit rating, land titling, value capture finance to improve municipal finance and professionalising the municipal cadre. Under the trust and verify reform, municipalities are expected to issue birth and death certificates and building permissions within 24 hours from filing an application. Officials can verify later and there will be provision for penalty for misrepresentation by the applicant. States are also expected to enact land titling law and operationalise it with rules. Initially, titles may be made available on demand and eventually, titles will be made available for all properties. As per guidelines set by the Centre, states will come out with a policy to facilitate value capture financing and under this mechanism, the revenue generated has to be shared with municipalities. Credit rating of municipalities is also aimed at helping municipal bodies raise finance from market through bonds. To bring professionalism in the municipal administration, states and municipalities will have to have staffing norms. Municipalities are expected to recruit new employees through lateral entry for professionals.

Of these , 22 were started in the earlier administrations, and most others are TRIVIAL, anyway, such as a certain tribe could hunt a certain bird, but then not use its plumage as a head-dress etc.

ऐतिहासिक ‘तिहेरी तलाक विधेयक’ लोकसभेत मंजूर झाले आहे.

तीन तलाकच्या ( तलाक-ए-बिदअत) अनिष्ट रूढीविरुद्ध सर्वोच्च न्यायालयाच्या सूचनेनुसार लोकसभेत विधेयक मांडून ते पास करून घेतल्याबद्दल सरकारचे अभिनंदन. जे चांगलं आहे ते चांगलंच म्हणायला हवं.

पण होऊ घातलेला कायदा परिपूर्ण असणार नाही. हा कायदा निःसंदिग्धपणे तीन तलाकाला अवैध ठरवत नाहीये तर तीन वेळेस 'तलाक-तलाक- तलाक' म्हणून दिल्या जाणाऱ्या तलाकाला गुन्हा ठरवून अश्या पद्धतीने तलाक देणाऱ्या नवऱ्यांना ३ वर्षे तुरुंगवास आणि दंडाची तरतूद करतो आहे.

सर्वोच्च न्यायालयाच्या निर्णयाप्रमाणे तीन तलाक ( तलाक-ए-बिदअत) हा पूर्णपणे अमान्य ठरायला हवा होता तसा विचार खोलात जाऊन या विधेयकात मांडलेला नाही. सर्वोच्च न्यायालयाच्या निर्णयाप्रमाणे तीन तलाक ( तलाक-ए-बिदअत) दिल्यास लग्न ( पती-पत्नी हे नातं) न मोडता ते कायम (intact) राहायला हवं पण सध्याचा कायदा तीन तलाक ( तलाक-ए-बिदअत) या तलाकच्या पद्धतीप्रमाणे तलाक होऊन जाईल ह्या गोष्टीला मान्य ठरवत आहे की काय अशी समजूत होतेय विधेयक वाचून.

विधेयक तीन तलाक ( तलाक-ए-बिदअत) पद्धतीने तलाक देणाऱ्या नवऱ्यांना गुन्हेगार ठरवत आहे. जर (तलाक-ए-बिदअत) पूर्णपणे अमान्य ठरत असल्यास (विधेयकाच्या Chapter II प्रमाणे ) गुन्हा घडतच नाहीये मग शिक्षा कशाची दिली जातेय?

विधेयकाच्या Chapter III मध्ये पोटगी, मुलांची कस्टडी कोणाकडे असेल वगैरे गोष्टींसंबंधी सूचना दिलेल्या आहेत त्या तलाक-ए-बिदअतला मान्यता आहे असे गृहीत धरून दिल्या गेल्या आहेत असे दिसते. जे सर्वोच्च न्यायालयाच्या निर्णयाला अनुसरून नाही.

एकूण कायद्यात विसंगती दिसताहेत त्यात सुधारणा व्हावी हि अपेक्षा.

विधेयकाचा मसुदा वाचायचा असल्यास दुवा -

नाही. "इज व्हॉईड & इल्लीगल". असं स्पष्ट म्हटलं आहे.

"ट्रिपल तलाक व्हॉईड ठरवण्याच्या" कायद्यात पोटगी आणि मुलांच्या कस्टडीची चर्चा कशाला हे कळत नाही. याबाबत सहमत आहे.

हो ते आहे लिहलेलं विधेयकाच्या Chapter II मध्ये पण मग त्या आधारेच तलाक होतच नाहीये मग तलाक देण्याचा गुन्हा घडतोय की नाही हे कसं ठरतंय? की शिक्षा फक्त तीनवेळा तलाक उच्चारला म्हणून होतेय ? आणि लग्न बायडीफॉल्ट तसंच टिकून राहणारच आहे असं काही गृहीतक आहे आणि लग्न टिकून राहणार आहे तर पोटगी / मुलांची कस्टडी ह्या काडीमोड झाल्यानंतरच्या गोष्टींचा उहापोह का केलेला आहे? या प्रश्नांमुळे संदिग्ध म्हटले.
